My father was an RAF policeman,  based in Germany during the early  1950's . One night he was on patrol and there was a topless WAAF in the window doing her ironing.  Dad went and spoke to the officer in charge advising her to cover up otherwise there could be someone climbing a drain pipe.  He thought no more of it until a couple of days later he was in the same area. He heard a shout and looked up , and there was a topless WAAF in every window in the block waving at him !
